Collaborative Governance for Innovation in Public Services

This policy brief explores how transformative innovation of public services and public policies emerges from the intersection of ideas from scientific research, organisational learning, and collaboration between public, private, and third sector organisations and citizens, and other stakeholders. Based on a collaborative governance typology, it elaborates how collaboration between these different types of stakeholders can lead to major innovations. Such innovations can sustainably improve the quality of life of service users and their communities, and can improve efficiency at a time of financial pressures on the public sector. By drawing on selected examples of the European Public Sector Award (EPSA) 2023–24, the policy brief highlights the benefits of both co-production between public service organisations and communities and also inter-organisational partnership working.
