Co-production training workshops in Scotland
Glasgow, Aberdeen, and Edinburgh

Commissioned by the Scottish Joint Improvement Team, Governance International ran three two-day co-production training workshops in Glasgow, Aberdeen, and Edinburgh. These events were well attended by stakeholders from the Scottish Government, Local Authorities, the Scottish NHS, and Third Sector and the Independent sector.
The training days enabled participants use the Co-Production Star's 5 step change management model to enable their organisations to make better use of citizens and communities' assets improve public services. The Co-Production Star also taught participants how to empower staff and unlock their creativity to form and enabling relationships with citizens and communities.

Midlands Co-production Practitioners Network Meeting

The Midlands Co-production Practitioners' Network held its most recent meeting in Coventry, which was hosted by Grapevine.
The meeting involved
- Clare Wightman showcasing the co-production approach of Grapevine (click to view);
learning how Community Catalysts support the transformation of public services in social care with a case study of the INSIGHT for Carers organisation presented by Lorna Reid and Marc Carter (click to view);
discussing how to make a business case for public service co-production following a presentation from Catherine Needham of the University of London (click to view).
The Personalisation Group to Integrate Social Care, Health & Well-Being on LinkedIn was also recommended as a source of best practice and forward thinking on co-production, joined up public services, and personalisation (Click to view).

Capabilities assessment not just needs assessment
Governance International (in collaboration with INLOGOV at the University of Birmingham) is working with the Social Care and Inclusion Directorate, Walsall Metropolitan Borough Council, to develop and test the concept of ‘capabilities assessment’ and see how it can be used to increase outcomes and improve efficiency in the social care services of the council. The approach will:
develop instruments to uncover the skills, assets and resources which service users have, often currently unused or underused;
encourage service users to make more use of these skills and assets to improve the outcomes they get from the service;
encourage service users to offer these skills and assets to others, as a ‘gift’, so that they can take pride in their contribution to the improved outcomes and quality of life of others in their community;
connect users to other citizens, community groups and other local organisations who can make use of the skills and assets which they can offer.

Making co-design work in public services
The idea of co-design is obvious – and that is why it is already widely used in so many different forms in the private sector. However, at present many public services are designed ‘back-to-front’. Most user involvement happens at the end of the process when they can only have limited input. What’s more, this makes users seems like ‘outsiders’ to service providers – a source of complaints and criticisms rather than drivers of innovation and improvement. In a context where every pound counts, this cannot continue.

Outcome-based management at local level: Outcome indicators, management strategies and case studies

Berlin, 22-23 March 2012
In times of tight budgets we have to rethink what services are actually needed to achieve key outcomes. Governance International and the DIFU (Training Agency of the German Local Government Association) will be running a joint two-day training course for senior officials from large German cities. The seminar will include a case study from Mannheim Council, which has just won the European Public Sector Award for its comprehensive public service transformation (click here for the German programme).
