Making your Efficiency Strategy Work: the Efficiency Savings Roadshow

Budget cuts and efficiency are on everyone’s lips at the moment. In this context, local authorities need to prepare to make rapid changes of direction, by acting more as service commissioners than as service providers.

This one day inhouse training event gives you the chance to catch up with recent developments in service delivery models and with UK best practice in making real efficiency savings in cash terms, without seriously damaging public outcomes.

The Roadshow will:

  • provide you with different models of service delivery and strategies for making efficiency savings;
  • explain how co-production in public services can help you to achieve better outcomes at lower cost;
  • introduce you to some local case studies of effective change management.

Each roadshow will also showcase best practice case studies from local authorities who have transformed their public services by:

  • improvements in service delivery (social enterprises and mutuals)
  • internal efficiency improvements (business process re-design, modernised procurement, asset management)
  • partnership-based efficiency improvements (shared services, pooled budgets, joined-up prevention approaches)
  • externalisation approaches (outsourcing to private partners or arms length mamagement companies, contracting services to community groups and voluntary organisations, helping staff and users to set up mutuals and  co-operatives)
  • co-producing services with users and their communities (including service co-planning, co-design, co-commissioning, co-financing, co-managing, co-delivery, co-assessment).

Trainers

The Roadshow is led by Agnieszka Scott and Elke Loeffler, two leading experts in the efficiency and co-production of public services.

Agnieszka Scott is Associate Research Manager at Sparknow LLP, knowledge and communication consultancy, and a freelance consultant and trainer. Author of two Audit Commission national studies on 'Back to Front: Efficiency of Back Office Functions in Local Government’ and 'Strategic Financial Management: Delivering Services with a Reduced Income'.

Elke Loeffler is Chief Executive of Governance International, the leading European consultancy working on user and community co-production of public services. She has extensive experience in the UK and many other European countries in making co-production work to achieve public sector efficiency savings and service improvements.
