Salvador Parrado

Director of Governance International and Professor of Public Management at the Spanish Distance Learning University in Madrid. He works as a trainer and consultant throughout Europe and Latin America and focuses on quality and performance management, citizen engagement, sustainability management, partnership working, outcome assessment, decentralisation, senior civil service systems and competency management.

Frankie Hine-Hughes

Project manager of Governance International. Frankie specialises in  privatisation and liberalisation of public services, public service co-production with citizens and communities, use of social media in the public sector and open government. He is a graduate of the University of Hull, where he completed a Degree in Political Science and a Masters in Global Political Economy.

Yvonne Harley

Liaison manager of Governance International. Yvonne’s expertise is in partnership management. Yvonne has the ability to deliver exceptional levels of customer service, working collectively with partners and key stakeholders. Her long-standing experience in events management ensures that Governance International delivers creative and imaginative events meeting customers' expectations.

Emilie Whitaker

Associate of Governance International. Emilie's special expertise is in public sector co-production and personalisation of children's services. Having worked in a local council, the Department of Health and a national charity Emilie has hands-on experience with the commissioning and delivery of public services.

Marcel Guenoun

Associate of Governance International in France. Marcel’s special expertise is in performance measurement, benchmarking and citizen panels. Marcel has a lot of consultancy and training experience in France and Morocco and currently coordinates a European network of local authorities involved in citizen panels.

Associate of Governance International and Assistant Chief Executive of Artland Council in Germany. He also works as a consultant and trainer for many councils and training institutions. Florian specialises in strategic and financial management with focus on efficiency savings, user-led co-design and co-delivery of public services, partnership working with the third sector, outcome assessment, systemic management, project management and economic development.
